Uruhigh?

One South American country throws in the towel;
Yesterday Uruguay approved a bill finalising the legalisation of marijuana in the country, making it the first country to legalise the plant’s production and trade.
....The bill’s passing renders Uruguay the first country to allow the growth, sale, and consumption of the drug, with all three steps being regulated by the state. President José Mujica has labelled the new law “an experiment” to combat drug trafficking, and stated his willingness to backtrack on its implementation should it prove not to be effective.
Effective? No more bribes need be paid to police, is that 'effective'?
