Can't make tortillas

Without credit for buying los huevos. So naturally it's the speculators' fault;
The Venezuelan Chamber of Food Processing Industries (Cavidea) has informed that the debt of the Foreign Exchange Administration Commission (Cadivi) to the sector amounts to USD 2.4 billion, turning into the "first obstacle in Venezuela's food manufacturing," as the debt to foreign providers is still pending.
The chamber highlighted that the lack of payment has resulted in a suspension of credits and many providers have stopped selling raw material and supplies.
How are they managing to do it now that Henry Kissinger is retired.
