Small is beautiful...and cheaper, when it's chosen freely

Bill and Melinda Gates can claim some credit for this NYC program that created small public high schools open to anyone who wants to attend. So far the results are promising, including increases in 'on-time' graduation rates of 9.4 percentage  points (over a control group of other NYC students), and college enrollment rates 6.3 percentage points.

Especially noteworthy, the poor, the disadvantaged and racial minorities get the largest improvements. For instance, among black males the high school diploma increase is 12.2 percentage points.

All of this coming at lower average costs per pupil (mostly because fewer students need a fifth year to graduate). Good news for those who worry about opportunity for the bottom rungs of the economic ladder, no?
